The State Digital Development Agency (VDAA) is continuing the second phase of the procurement—the competitive dialogue titled “Development, Implementation, Enhancement, and Maintenance of the European Digital Identity Wallet (EDIM).”  As part of this process, the VDAA and the selected candidates are discussing the prepared technical specifications, as well as the terms and conditions for preparing and evaluating final proposals.

In the next phase, bidders will be invited to submit technical proposals, which must also include a “Proof of Concept” for the solution. This will allow for an assessment of the candidates’ ability to practically demonstrate the quality, usability, and compliance of the proposed technological and functional solutions with the requirements specified in the procurement. The proposals submitted by the candidates will be evaluated in accordance with the criteria set forth in the tender documentation in order to select the most economically advantageous proposal.

At the same time, the VDAA has conducted research on potential use cases for a digital identity wallet in Latvia. Initially, all government agencies were consulted to identify services to be included in EDIM. In addition, situations that citizens encounter on a daily basis when receiving public and private sector services are being analyzed. The goal is to develop EDIM as a practical tool that reduces bureaucracy, makes it easier for citizens to access services and for institutions to provide them, and helps save time.
