The State Digital Development Agency (VDAA) is continuing the second phase of the procurement—the competitive dialogue titled “Development, Implementation, Enhancement, and Maintenance of the European Digital Identity Wallet (EDIM).” As part of this process, the VDAA and the selected candidates are discussing the prepared technical specifications, as well as the terms and conditions for preparing and evaluating final proposals.
The draft technical specifications were distributed to five candidates for review and proposal submission, while the procurement commission analyzed the comments and recommendations received during the competitive dialogue to refine the technical requirements in line with market capabilities and EDIM requirements. Competitive dialogue with the candidates continues to ensure a high-quality and sustainable solution in Latvia. Interest in the project from the industry was particularly high, as evidenced by the significant number of questions and suggestions, which confirms the market’s readiness and willingness to participate in the development of the EDIM system.
In the next phase, bidders will be invited to submit technical proposals, which must also include a “Proof of Concept” for the solution. This will allow for an assessment of the candidates’ ability to practically demonstrate the quality, usability, and compliance of the proposed technological and functional solutions with the requirements specified in the procurement. The proposals submitted by the candidates will be evaluated in accordance with the criteria set forth in the tender documentation in order to select the most economically advantageous proposal.
At the same time, the VDAA has conducted research on potential use cases for a digital identity wallet in Latvia. Initially, all government agencies were consulted to identify services to be included in EDIM. In addition, situations that citizens encounter on a daily basis when receiving public and private sector services are being analyzed. The goal is to develop EDIM as a practical tool that reduces bureaucracy, makes it easier for citizens to access services and for institutions to provide them, and helps save time. An informational event for the public sector on the integration of EDIM services is planned for the future.

The European Digital Identity Wallet (EDIM) is a unified digital identity solution that will provide citizens throughout the European Union with secure online identification and electronic signing capabilities. EDIM will be a mobile app that brings together a person’s identity data and documents—such as a passport, driver’s license, and educational diploma—in one place. Users will have full control over what information is shared with public and private sector service providers. In parallel with the development of EDIM, the APTITUDE pilot project is also being implemented in Latvia, which tests European digital identity wallet solutions and their practical application in various cross-border and national use cases.
