The State Digital Development Agency is implementing the European Union Recovery and Resilience Facility Plan, Component 2: “Digital Transformation”, under Reform and Investment Direction 2.1: “Digital Transformation of Public Administration, including Municipalities”, Project No. 2.1.2.1.i.0/2/24/I/CFLA/003 titled “Improvement and Implementation Support for the Benefit Management Service”.
Project Objective
To introduce a basket of municipal benefit services for residents using the Unified Benefit Information System (AVIS) as a shared platform, ensuring centralized and harmonized management of benefits for residents.

Partner Activities
Partners will enhance ICT solutions and integrate them with AVIS to ensure benefit service accessibility for their residents, including:
Reusable and Integrable Solutions for Other Municipalities

Jelgava: Sending map data from the Digital Economy Platform Information System (DEPIS) to AVIS; linking with personal data; sending manually created personal registries to AVIS; transferring benefit instructions from DEPIS to AVIS and verifying benefits in public transport and school catering services; receiving and forwarding identification rule transactions to AVIS.

Ogre: Development and AVIS integration of a catering service accounting solution; implementation of a solution for exchanging digital and physical identification data with AVIS.

Rēzekne: Development and AVIS integration of a municipal social assistance administration application; development and AVIS integration of the Resource Management and Accounting System (GVEDIS) module for catering in educational institutions; integration of the Unified Municipal System (VPS) with AVIS.
Individual Municipal Integration Solutions

Liepāja: Application of state-defined fare discounts in public transport; transformation of the public ticketing system into a Benefit Management Ecosystem; allocation and accounting of catering benefits in educational institutions; automated application of granted and used benefits for social case resolution.

Sigulda: Integration of municipal IS with AVIS for vehicle benefit validation using Sigulda ID card or app; allocation and accounting of catering benefits in educational institutions; access to new benefits via the e-service portal e.sigulda.lv.

Aizkraukle: Implementation of a solution for exchanging digital and physical identification data with AVIS; integration of general education catering service accounting with AVIS; integration of the Social Services Administration application with AVIS for transaction data transfer; integration of the GVEDIS preschool catering module with AVIS.

Ogre: Integration of the municipal-issued identification management portal with AVIS; integration of AVIS with the municipal social assistance administration application.

Rēzekne: Integration of general education catering service accounting with AVIS.
Project Targets

At least 10 municipalities’ residents receive benefits via the AVIS platform.

All 43 municipalities use AVIS for at least one service.
Project Benefits

Residents can receive multiple municipal services with benefits without presenting documents proving social status (faster, more convenient, and secure).

A unified national approach to benefit management is implemented, enabling efficient and transparent administration across all Latvian municipalities.
