The State Regional Development Agency is implementing the European Union Recovery and Resilience Facility investment 2.1.3.1.i “Data availability, sharing, and analytics” under project No. 2.1.3.1.i.0/1/24/I/VARAM/006 titled "Digitization and Automation of the Electoral Process".

Project Objective:
To create a modern and comprehensive solution platform in the e-environment for Latvian and EU citizens to exercise democracy and participate more actively in the implementation of sovereign power in municipalities, especially in deciding socially important and decisive issues through local referendums.
The solution platform will include:

  • Development of a signature collection system for initiating municipal referendums both in person and electronically (by improving the e-service EP177 "Signing for voter initiatives" available on the portal www.latvija.lv)
  • Development of an internet voting system for conducting municipal referendums electronically in full cycle, in accordance with the Local Government Referendum Law.
    The project also aims to establish unified, secure, and modern foundations for a digital election platform.

Main Project Activities:

  • Develop the core of the election platform to support municipal elections and referendums.
  • Within the project, develop systems and solutions for elections and referendums (including national referendums), such as:
    • OCMA Voter Register
    • Electronic Online Voter Register managed by OCMA
    • Base module of the Election Management System owned by CEC
    • Municipal election module
    • Parliamentary election module
    • Access to the Court Administration’s Unified Computerized Land Register data exchange solution

Project Targets:

  • Establish the foundation of the election platform
  • Develop at least one e-service related to municipal referendums, enabling the conduct of local referendums and municipal elections in 2025

Project Budget:
€3,995,040, of which:

  • €3,360,000 is funded by the Recovery and Resilience Facility
  • €635,040 is funded by the state budget for VAT coverage

Project End Date: May 31, 2026

Regulatory Basis of the Project:
Cabinet of Ministers Order No. 168 of March 5, 2024 “On the approval of the investment project passport for ‘Digitization and Automation of the Electoral Process’ and the development plan for centralized functions or shared services.”
