Project partners: Central Election Commission (CEC), Office of Citizenship and Migration Affairs (PMLP), State joint stock company “Latvia State Radio and Television Centre” (LVRTC).
The State Digital Development Agency shall implement the investments 2.1.2.1.2. of component 2 “Digital transformation” of the Recovery and resilience Mechanism Plan of the European Union. . Project No 2.1.2.1.I.0/2/24/I/CFLA/005 “improving the is functionality of municipal elections and referenda” of the “centralised platform and system” purpose “Digital transformation of municipal services and modernisation and centralisation of local government support processes”.
Objective of the project: to improve the register of voters (VR) under the control of the PMLP and the Register of electronic Online voters (ETVR) by adapting their functionality to the needs of the referendum procedure of local governments, thereby ensuring centralised ICT solutions for the conduct of referendum procedures of local governments, as well as improving the functionality of local government elections.
Main activities of the project: To ensure the possibility to receive improved data of the PMLP VR/Register of natural persons information system in order to allow voting persons to participate in several simultaneous electoral processes, to establish a mechanism allowing residents to participate in municipal referendums based on ownership registered in the Land Register, and to develop a new public website for the media
Indicators to be achieved by the project:
- Number of voting processes to be supported at the same time = at least 2;
- Persons entitled to vote may participate in local government referendums, regarding the right to immovable property entered in the Land Register = 100%;
- A new website has been introduced that will contain information on voting results, turnout, etc.information related to electoral processes, = 1.
Project budget: EUR 1 892 960, of which EUR 1 583 920 from the Recovery Fund Plan and EUR 309 040 from the State budget to cover VAT.
Project start: March 31, 2025.
End of Project: May 31, 2026.
Regulatory basis of the Project: order No. of the Cabinet of Ministers of the of 24 July 2024 .627 “on Investment 2.1.2.1 of the European Union Recovery and resilience Mechanism Plan, component 2 “Digital Transformation”, Reform 2.1 and Investment line “Digital Transformation of public Administration, including local Governments” I..
