Riga East Clinical University Hospital (Oriental hospital) continues active work on implementation of the draft plan of the European Union Recovery and resilience Mechanism “Development of the patient data Exchange Platform for oncology of clinical University hospitals”. As part of the project, a contract was concluded in January 2025 with PricewaterhouseCoopers Ltd (PwC) for the development of technical specifications for the necessary adaptations of the support process analysis, platform concept, as well as platform delivery and clinical university hospital information systems KUS IS, as well as preparation of procurement documentation and provision of support in procurement procedures. By June 2025, PwC has prepared and submitted several treasons to the Eastern hospital, including analysis of processes supported by the platform, concept of platform and CUS adaptations, as well as technical specifications for both platform and CUS adaptations.

In June 2025, a number of major changes were made to the project passport aimed at strengthening a common approach to digitising oncology patient data. One of the changes concerns the adjustment of execution deadlines: the deadline for achieving project target indicators has been moved from the first to the second quarter of 2025. Also, by focusing on the possibility to find centralised and resource efficient solutions for digitisation, both during the implementation of the project and in the maintenance of the project results after implementation of the project, a wider involvement of the Latvian Digital health center (LDVC) is envisaged, ensuring strategic support and compliance with the development direction of the electronic data architecture of the single health sector within the framework of the project. After the prototype aproption period KUS and detailed process analysis for the exchange of patient data, it is concluded that a substantial part of further phases of the project can also be carried out on the basis of THE INTERNAL resources available to CU, for more efficient implementation of the project, which would allow the reduction of expenditure for the implementation and development of the solution and more work to be done. As a result, a reallocation of funding between budget lines was directed, shifting part of the funds from the initially planned items for service costs to the compensation line of the staff involved in the implementation, thereby contributing to the effective implementation of the project.

The project runs until 31 May 2026.

The total eligible costs of the project are EUR 4 229 632, including the financing of the Recovery and resilience Mechanism Plan – EUR 3 850 000.

The beneficiary of the project financing is Eastern hospital, Co-operation partners - BKUS, PSKUS, LDVC, national Digital Development Agency and national Health Service.
