The State Digital Development Agency (SDDA) announces a qualification stage for the procurement of the development, implementation, and maintenance of the European Union Digital Identity Wallet (EUDIW). The aim of the solution is to create a universal and secure access mechanism for digital services in the public and private sectors to ensure compliance with Regulation (EU) 2024/1183 (eIDAS 2.0) of the European Parliament and of the Council.
The EUDIW will be a single digital identity solution that will provide citizens across the European Union with:
- a convenient place to store and manage personal documents – passports, driver's licenses, diplomas, powers of attorney, and other certificates;
- secure authentication and electronic signing on mobile devices;
- digital payment functionality in public e-services;
- a unified platform for communication with public authorities, integrated with the e-address system.
Users will control who they share their data with and in what situations, ensuring maximum security and privacy.
EUDIW will provide a unified, secure, and convenient identity verification solution throughout the European Union, reduce the administrative burden on citizens and businesses, and promote the development of the digital economy and trust in digital services. The solution will also be accessible to people with functional disabilities, ensuring digital inclusion.
The procurement procedure will be carried out using a competitive dialogue procedure.
This procedure involves dialogue with candidates to define the optimal requirements for a complex and innovative project, ensuring an effective solution and a balanced distribution of risks.
Stages of competitive dialogue:
- selection of candidates (similar to a closed tender);
- negotiations with candidates on the subject of the procurement, requirements, and contract terms;
- invitation to submit final bids;
- evaluation of bids.
This procedure allows the candidate's knowledge to be used in defining requirements, ensuring an optimal solution, sufficient competition, and effective risk distribution. Negotiations can be held with the potential winner to agree on the final terms of the contract, confirm financial commitments, and other aspects.
The project implementation period is until 2029. The initial version of the digital wallet with basic functionality must be developed by December 2026.
